The $5 billion Africa Energy Bank has formally commenced operations, with Egyptian banker Helmy Ghazi appointed as its pioneer president. The launch followed the bank’s inaugural General Assembly in Abuja on Saturday, October 31, 2026, and was announced by Afreximbank and the African Petroleum Producers’ Organisation
At the meeting, the General Assembly appointed Ghazi as president and constituted the bank’s first Board of Directors. The board includes representatives from the public and private sectors, as well as leading policy institutions across Africa. The AEB is structured as an independent, supranational, pan-African financial institution with $5 billion in authorised capital. It will mobilise funding from governments, national oil companies, financial institutions and private investors to support energy development across the continent.

The bank is expected to finance oil and gas production, power generation, transmission infrastructure, refining, storage and distribution projects. It will also support investments linked to emerging technologies, particularly artificial intelligence, which requires reliable and scalable energy supply. Its backers say the institution will help address Africa’s estimated $200 billion energy investment need. The AEB is also expected to support a “just energy transition,” enabling African countries to develop their energy resources while expanding electricity access and industrial capacity.
